PNG was in no mood to concede any degree of sovereignty over Bougainville, but war was draining away resources and energy. Bougainville had produced 40 percent of their export earnings. Continued conflict threatened the viability of PNG itself. Southern Highlands was severely afflicted with major crime and violence.
More people die violently there than in Bougainville but the ability to deal with it was draining away in Bougainville.
Chan’s Government pushed to reach a military solution in Bougainville. In February 1996 Ijape and PNGDF General Jerry Singirok launched ‘Operation High Speed 2 to wipe out BRA.
